Carl joined FCEMHS in early 2020 as the inaugural Homeland Security Coordinator. His role encompasses a pro-active, all-hazard approach to strategic initiatives, technical guidance, risk/vulnerability analysis, exercise planning/execution, and coordination with local, state, and federal partners for all homeland security and counterterrorism related issues in Central Ohio.
Carl holds certifications as an Ohio Paramedic, Peace Officer, EMS Instructor, Tactical Paramedic, Flight Paramedic, Firefighter, Tactical (SWAT) Officer, and HazMat/WMD Technician. Carl has a master’s degree in Homeland Security from Penn State and is currently pursuing his doctoral degree.
